Guangxi and Guangdong have officially launched the registration process for the 2027 mechanism electricity price auctions targeting incremental renewable energy projects. On September 9, the Guangxi Power Exchange Center released its notice for the 2027 annual auction registration, followed by Guangdong's announcement on September 14.

Guangxi's Registration Scope

The Guangxi notice specifies that eligible projects include renewable installations that have been fully connected to the grid after June 1, 2025, or are planned to achieve full grid connection by December 31, 2027. This also encompasses projects that had not yet achieved full capacity grid connection before June 1, 2025, provided they have never been included in the mechanism electricity price execution scope. Projects that were already registered for the 2026 auction cycle must re-register if they wish to participate in the 2027 bidding.

Full capacity is determined based on the approved or recorded installed capacity (AC side) as verified during the auction registration review process. Notably, certain categories are excluded from the mechanism price scope and therefore cannot register. These include source-grid-load-storage integration projects and renewable projects designed for direct green power consumption under the "nearby consumption" model. Additionally, general commercial and industrial distributed photovoltaic systems, as well as large-scale commercial and industrial distributed PV systems that were put into operation on or after June 1, 2025, are not eligible for registration.

For grid connection timing, projects operating at 10 kV and above will have their grid connection date determined by the commissioning date listed on the power business license for the final batch of generating units. Projects below 10 kV will use the grid connection date of the last batch of generating units that fulfills the approved or recorded capacity. For projects that have not yet obtained a power business license, the grid connection date will be based on the date when the final batch of generating units is connected.

Official registration for incremental projects in Guangxi is scheduled to run from 08:00 on September 15, 2026, to 18:00 on September 30, 2026.

Guangdong's Registration Framework

Guangdong's notice, issued under document number Guangdong Jiao Yi [2026] No. 273, outlines a similar framework. Eligible bidders include renewable projects that have been commissioned after June 1, 2025, have completed government approval or filing procedures, and have not yet been included in the mechanism execution scope. Offshore wind projects whose developers were appointed through competitive allocation before June 1, 2025, are excluded.

Projects that have not yet been commissioned may also register if the project investment entity commits to grid connection within 12 months from the current auction month, has completed approval or filing, and is not already within the mechanism scope. Existing renewable projects that achieved full capacity grid connection on or before May 31, 2025, are subject to the requirements outlined in the Guangdong Development and Reform Commission Price Document [2025] No. 263 and are not eligible to participate in the auction registration. Centralized PV and onshore wind projects are not permitted to participate in the mechanism price auction. Projects that were already selected in the 2025 mechanism auction do not need to re-register.

From September 14, 2026, eligible project investment entities can complete their auction registration by logging into the "Guangdong Power Trading System" or by using the "Guangdong Power Exchange Center" mini-program available on WeChat.

Registration Process and Key Dates

The Guangxi registration process includes a public testing period from September 10 to September 13, 2026, allowing renewable enterprises to voluntarily test the registration system. Test data will not be retained and will be cleared on September 14, 2026. The official registration window for incremental projects runs from 08:00 on September 15, 2026, to 18:00 on September 30, 2026. The auction working group will review submitted materials and notify applicants of results via SMS.

For projects already in operation, registration requires the project approval or filing documents. Wind power projects, including distributed wind, and centralized PV projects must additionally provide proof of inclusion in autonomous region-level or higher energy plans, special plans, or annual construction plans. Information required includes the project approval or filing code, approved capacity, and power source type.

For projects not yet commissioned, similar documentation is required, along with proof of property rights for the power generation site for distributed PV projects. If the site is not owned by the applicant, a management agreement or lease agreement must also be provided. Applicants must also declare their committed commissioning date.

Important Considerations for Bidders

The accuracy of registration information directly impacts the execution of price difference settlements. Applicants must carefully verify project approval or filing codes, approved capacities, power source types, and commissioning dates. Any errors in project information are the sole responsibility of the investor or individual applicant. Once submitted, registration information cannot be deleted, withdrawn, or modified. If a project fails its first review, the applicant has three working days to resubmit the bidding materials; failure to do so or a second rejection will result in disqualification from this year's auction.

For uncommissioned projects, the declared commissioning time must reflect actual construction progress. If the actual grid connection occurs more than six months after the committed date, the selection result will be invalidated, and the project will be banned from participating in auctions for the next three years. Projects selected through the auction may not undergo capacity changes to their approval or filing status. For uncommissioned projects that win the auction, price difference settlement will only begin once the grid-connected capacity matches the approved capacity verified during registration.

Candidates are advised to avoid registering close to the deadline to prevent registration failures due to unresolved file disputes. If any issues arise, such as the grid system failing to retrieve project information or errors in data like "existing project status," "project commission rate," "three-level energy type," or grid-side capacity details, applicants can report the issue on the registration interface and re-fetch the information after verification with the power supply company.

Additional Guidelines

Participating renewable investment enterprises must assign a dedicated administrator to handle auction registration and bidding. Distributed renewable projects that meet the auction criteria can participate independently or through an authorized agent. The principal-agent relationship must be confirmed through a formal written proxy agreement, and the agent must hold qualifications as an electricity sales company or a virtual power plant operator.

The mechanism electricity price auction is tentatively scheduled for late October, with specific arrangements to be announced on the Guangxi Power Trading Platform. Approved projects should follow the Guangxi Power Exchange Center's WeChat official account for auction notifications and bidding instructions. Any matters not covered in this notice will be governed by the Guangxi Zhuang Autonomous Region New Energy Project Mechanism Electricity Price Auction Implementation Rules (Trial).
