Lanzhou Reports 60,700 New Urban Jobs This Year, With Per Capita Disposable Income Growth Ranking Second Among Provincial Capitals

Since the beginning of this year, the human resources and social security system in Lanzhou has been closely following the provincial capital action plan and the 1139 work deployment, continuously implementing a coordinated approach to stabilize employment and boost incomes, resulting in an overall stable employment situation across the city.

As of now, the city has added 60,700 new urban jobs. In the first half of the year, the per capita disposable income of urban residents reached 28,731 yuan, a year-on-year increase of 6.1%, a growth rate that ranks second among all provincial capital cities nationwide.

Public employment services are being continuously optimized. The "Jincheng Employment 360" service system has been refined, with employment service sites such as gig markets being expanded. Activities like livestreamed job fairs and on-site company visits have been ongoing. A total of 630 recruitment events, including the "Beauty by the Yellow River" talent exchange fair, have been held, offering 275,400 job vacancies.

To address the "four shortages" in the entrepreneurial sector, special financial products such as "Longyuan Huigang Loans" have been promoted. A total of 1.583 billion yuan in various types of entrepreneurship guarantee loans has been issued. Currently, 168 incubation platforms have been established, benefiting 4,009 enterprises and driving 16,200 jobs.

Employment for key groups has been secured through coordinated efforts. The plan to double the number of university graduates staying in Lanzhou has been advanced, with 28 university employment and entrepreneurship service stations playing a key role in providing full-chain services for young job seekers. The "1131" employment assistance mechanism has been improved, resulting in 17,300 unemployed individuals finding new jobs and 3,584 people with employment difficulties securing work, completing 82.59% and 87.41% of the annual targets, respectively.

Additionally, 197,900 surplus rural laborers have been transferred to other areas for work, generating 5.887 billion yuan in labor income. The city successfully secured 327 million yuan in funding from higher-level authorities, with its provincial share increasing by 0.21% year-on-year, effectively safeguarding stable employment for key groups.

Efforts to enhance the skills of workers are being precisely implemented. The "Skilled Lanzhou" initiative has been deepened with an innovative "filing system plus project-based" training model, delivering 47 project-based training sessions for 1,952 participants. A total of 96,200 person-times have undergone various skill training programs, including 32,600 person-times subsidized by government funds.

High-skilled talent development platforms have been established, with 13 national-level and 18 provincial-level high-skilled talent training bases, along with 29 national-level and 98 provincial-level skill master studios. The national professional standard for beef noodle chefs has been implemented, and the second Beef Noodle Vocational Skills Competition for the nine provinces along the Yellow River was successfully held, boosting industrial transformation and upgrading. The total number of skilled and high-skilled workers has increased by 108,000 and 29,300, respectively, compared to before the "Skilled Lanzhou" initiative was launched.

Workers' rights and interests are being effectively protected. A campaign to address misconduct and corruption is underway, alongside the provincial pilot program for protecting the rights of workers in new forms of employment. Efforts to resolve wage arrears have yielded results, recovering 219 million yuan in wages for 16,800 workers. All petition cases related to livelihood issues have been concluded, with a 98.7% resolution rate for wage arrears in government and state-owned enterprise projects.

It is expected that by the end of September, existing cases will be fully resolved and newly arising wage arrears will be addressed promptly. Labor dispute arbitration services have been enhanced with the establishment of a one-stop mediation window for new employment disputes and a green channel for rural migrant workers' wage disputes. A total of 4,261 cases have been processed, with a 100% on-time settlement rate and a 90.8% mediation success rate.

Looking ahead, the city's human resources and social security department will persist in implementing employment-first policies, strengthening employment assistance for key groups, continuously upgrading public employment services, and regulating the human resources market. Further work will be done to deepen the "Skilled Lanzhou" initiative, regularly tackle wage arrears, and improve the rights protection mechanism for workers in new employment forms. These steps aim to firmly stabilize the employment landscape and foster a well-regulated and orderly employment environment.
