Ten Ministries Unveil 15th Five-Year Plan for Pharmaceutical Industry, Targeting over 20% Annual Growth in Innovative Drug Sector

On September 18, ten government departments, including the Ministry of Industry and Information Technology and the National Development and Reform Commission, jointly released the 15th Five-Year Plan for the Development of the Pharmaceutical Industry. The plan outlines development goals for 2030, aiming to establish China's biomedical research and application as a global leader, fully unleash innovation-driven momentum, achieve systematic breakthroughs in key core technologies across critical areas, and accelerate the transformation of the biomedical industry into a new national pillar industry.

The plan sets forth ten quantitative targets covering industrial scale and efficiency, innovation-driven growth, enterprise cultivation, and cluster development. These include specific metrics for revenue of pharmaceutical industrial enterprises above designated size, R&D investment intensity, the number of innovative drugs and medical devices approved for market, and the cultivation of leading enterprises and 100-billion-yuan-level industrial parks.

Key targets highlight steady improvement in industrial scale and benefits, with revenue for pharmaceutical companies above designated size expected to surpass 3.5 trillion yuan. The innovative drug sector aims to achieve an average annual growth rate exceeding 20%, and the number of products with global annual sales surpassing $1 billion will reach more than five. In terms of innovation, listed pharmaceutical companies are projected to boost their average R&D investment intensity to over 10% annually. The plan also calls for the number of new drug pipelines entering first-in-human clinical trials and the volume of innovative drugs launched to rank among the world's top tier, with first-in-class drugs targeted to account for over 25% of the global share and innovative medical device approvals exceeding 200 units.

For enterprise development and cluster growth, the plan aims to cultivate 50 pharmaceutical companies with annual revenue exceeding 10 billion yuan and establish 20 pharmaceutical industrial parks with output values surpassing 100 billion yuan, signaling a new phase of industrial consolidation and regional agglomeration.
