On September 18, the county convened a project negotiation session with Jiangsu Digital Eagle Technology Co., Ltd. The meeting was chaired by County Party Secretary Shi Wantian, who delivered opening remarks. Key attendees included Chen Lechun, Chairman of Jiangsu Digital Eagle Technology, Dai Liang, the company's President, and Gao Huamin, Deputy General Manager of PetroChina Dagang Oilfield New Energy Group. Also present were County Magistrate Ba Xingjin and Jian Hongwei, Deputy Secretary and Deputy Director of the Management Committee of the Chaoyang Liucheng Economic Development Zone.
During the session, Jiangsu Digital Eagle Technology provided a comprehensive overview of its corporate history, product applications, and market strategy. Recognized as a national high-tech enterprise and a specialized and sophisticated company in Jiangsu Province, the firm holds over 400 patents. Its product portfolio spans emergency firefighting, police security, agricultural plant protection, logistics transportation, and low-altitude security, having developed more than 100 "drone +" industry application scenarios. The company expressed strong recognition of Chaoyang County's advantageous geographical position for low-altitude economy growth, its abundant airspace resources, and promising industrial prospects. They indicated their intention to establish Chaoyang County as their first foothold in Northeast China, committing to deepen their research and development layout. The goal is to achieve full-chain implementation from manufacturing to application scenarios, aiming for substantial progress in the near term. Additionally, they invited county officials for an on-site visit to facilitate deeper exchanges and mutual trust.
Secretary Shi Wantian emphasized that the low-altitude economy is a strategically important emerging industry cultivated by the state. He stated that the county will thoroughly implement the central government's decisions on developing this sector, follow provincial and municipal directives, and leverage its superior location, transportation links, and quality airspace resources. By integrating rich application scenarios like agricultural and forestry protection, emergency rescue, and logistics delivery, the county aims to seize strategic development opportunities. He noted that Jiangsu Digital Eagle Technology boasts formidable scientific and technological strength, and its development strategy aligns closely with the county's industrial direction, indicating vast potential for cooperation.
Secretary Shi further highlighted that Liaoning Province is currently striving to build the best business environment reputation in China. The county adheres to the principle of serving enterprises without delay, tackling challenges head-on. They strictly implement mechanisms for leadership liaison, full-process agency services, and closed-loop support, continuously optimizing the business climate and strengthening factor guarantees to provide comprehensive services and accelerate project signing, implementation, and production. He expressed hope for deepened collaboration that yields mutual benefits.
Gao Huamin introduced the business segments of PetroChina Dagang Oilfield New Energy Group, including photovoltaic, geothermal, and biomass steam operations. He expressed the group's desire to leverage its new energy resource advantages to participate actively in the coordinated development of supporting projects within the county's low-altitude economy. The participants engaged in in-depth discussions on key issues such as project site selection, policy support, industrial supporting facilities, and new energy cooperation, reaching a preliminary consensus. Moving forward, both the government and the enterprise will accelerate mutual visits, field surveys, and deeper connectivity to achieve tangible cooperation outcomes. County Standing Committee member and Deputy County Magistrate Liu Weiwu also attended the meeting.
