This technological overhaul is designed to address long-standing challenges such as complex manual review processes and fragmented data systems that have historically hindered the efficiency of employment and unemployment services.
A resident of Weifang's Kuiwen District, Ms. Chen, recently highlighted the dramatic improvement in user experience, noting that her unemployment registration was processed in just a few minutes via her mobile phone, with an approval notification arriving almost instantly. This rapid turnaround stands in stark contrast to previous methods, where staff had to navigate multiple systems, with each transaction potentially taking over ten minutes. Now, the digital workforce can complete verification in just a few seconds with remarkable speed and accuracy, as confirmed by an official from the Weicheng District Public Employment and Talent Service Center.
The core of this new system lies in its automated processing capabilities. By leveraging OCR intelligent recognition and multi-source data cross-verification, the "Digital Employee" automatically captures, compares, and validates business information for high-frequency tasks such as employment registration and termination filing. This removes human intervention from the equation, significantly reducing the risk of errors. To support this, Weifang has broken down data silos between departments, enabling real-time linkage with social security, market regulation, and civil affairs databases. This integration allows for the automatic comparison of multi-dimensional information and provides precise data support for all reviews. Since its launch in June, the system has processed over 23,000 automated approvals, handling a daily volume more than ten times what manual reviewers could manage. Average processing time has plummeted from five minutes to just 50 seconds per transaction, an efficiency gain of over 80%, while maintaining a 100% accuracy rate and freeing up considerable human resources at the grassroots level.
Beyond mere processing efficiency, the system is engineered to create a compassionate and complete support loop, extending from initial unemployment registration all the way to re-employment. The AI-driven platform now connects all service stages, including registration, social security verification, rights protection, job seeking, and re-employment. It automatically provides users with information on labor arbitration, legal cases, and rights protection guidelines. Furthermore, by integrating with employment service platforms, the system uses big data to create precise profiles of job seekers. This allows it to intelligently match individuals with suitable positions based on their skills and preferences, offering QR codes for instant job applications and online interviews to bridge the connection between job seekers and employers. A representative from the Weifang Human Resources and Social Security Bureau stated that the city plans to expand the application scenarios of these digital employees into other areas, including entrepreneurship guarantee loans, the identification of individuals with employment difficulties, and the application for various employment and entrepreneurship subsidies, deepening the integration of digital technology with livelihood services.
