China Targets Significantly Enhanced Mechanisation Across Three Staple Crops by 2030

Newly unveiled plans from Chinese authorities outline ambitions to push the national comprehensive mechanisation rate for crop cultivation, seeding, and harvesting beyond the 80 percent threshold by the end of this decade.

The Ministry of Agriculture and Rural Affairs, alongside the Ministry of Industry and Information Technology, has released the "15th Five-Year Plan for the Development of Agricultural Mechanisation." The blueprint specifically focuses on securing a substantially higher level of mechanisation for wheat, rice, and corn, the nation's three primary grain crops.

Under the plan's targets for 2030, high-quality development in agricultural mechanisation is expected to yield significant results. While the quality and efficiency of mechanisation in plains regions will see further improvement, the comprehensive mechanisation rate for crop cultivation, seeding, and harvesting in hilly and mountainous areas is targeted to exceed 75 percent.

Beyond field crops, the strategy envisions accelerated progress in the mechanisation of livestock, aquaculture, and initial agricultural product processing. The adoption of cutting-edge technologies, including artificial intelligence and new energy applications, is set to become widespread within the agricultural machinery sector.

Substantial enhancements are also planned for the capacity of socialised agricultural machinery services and the industry's ability to prevent, mitigate, and respond to natural disasters. To bolster the supply of advanced and applicable equipment, the plan outlines a series of actions, such as continuously refining the catalogue of agricultural machinery demands.

Efforts will be made to cultivate high-calibre agricultural machinery manufacturers, with a specific push to encourage leading enterprises from the engineering machinery, automotive, and electronics sectors to enter this field. Another key focus is establishing industrial clusters for agricultural equipment and promoting integrated research, development, production, promotion, and application.

A critical part of the strategy involves addressing bottlenecks in pilot testing and commercialisation to accelerate the adoption of new machinery. The plan calls for enhancing the verification capabilities of pilot tests, speeding up the maturation and use of innovative products, and deploying advanced machinery to the front line.

To facilitate this deployment, policies such as subsidies for superior machinery and for operational services will be coordinated to expedite the upgrade and iteration of existing farm equipment. In a move to broaden application scenarios and cultivate new business formats, the plan explicitly supports the development of a low-altitude economy tailored for agriculture and rural areas.

Artificial intelligence is expected to play a transformative role in empowering agricultural mechanisation. Specific attention will be directed towards improving mechanisation in hilly terrains, accelerating progress in livestock, aquaculture, and preliminary processing, and deepening international cooperation within the agricultural machinery industry.

To elevate the overall quality of mechanised farming, the plan prioritises improving operational quality at key stages, strengthening the construction of socialised service organisations, and boosting the sector's resilience and capabilities in disaster prevention, mitigation, and relief.
