Midu's Shanghai-Yunnan Digital Health Industrial Park, a key cooperative project under the 16+16 partnership between Dali Prefecture and Shanghai, stands as the only provincial-level park in Yunnan dedicated to the medical device sector. In recent years, the park has leveraged the Shanghai-Yunnan collaboration framework to attract capital, technology, talent, and management expertise from Shanghai. By emphasizing strategic planning, upgrading infrastructure, introducing innovative cooperation and investment models, and optimizing business services, the park has prioritized the development of medical devices and digital health as its core industries, fostering industrial clustering and complementarity.

The park has implemented a one-park, three-zone layout, with the Changpoling area concentrating on medical devices and digital health. In partnership with Sinopharm Group and Oriental Beauty Valley, the park has built an industrial platform aimed at healthy living, steering industrial development toward clustered growth. Since the 14th Five-Year Plan period began, the number of resident enterprises has surged from 78 to 217, including 38 health-related firms and 50 enterprises above designated size. In 2025, the park generated revenue of 5.151 billion yuan, a year-on-year increase of 15.5%. Industrial output value at scale reached 2.553 billion yuan, up 16.7%, while value-added output from large-scale industry grew by 32.2%. Fixed-asset investment totaled 558 million yuan, marking a 56.2% increase, with core industries accounting for 42.18% of total output.

Innovative approaches to the Shanghai-Yunnan model have broadened development pathways. The park has established a mechanism for personnel exchanges and resource sharing, launched a 500-million-yuan county-level industrial fund, and adopted a fund-plus-park-plus-industry strategy. By promoting R&D in Shanghai and manufacturing in Midu, alongside a flywheel economy model, the park has built a framework for joint investment, shared benefits, and tax coordination. Leveraging its geographic position facing South and Southeast Asia, it signed a memorandum of cooperation with Cambodia's Ministry of Health, with three enterprises now operating in Cambodia and one firm pursuing cross-border e-commerce ties with Vietnam, steadily expanding international market access.

Targeted, chain-based investment strategies have begun to shape a medical device cluster. The park has rolled out special regulations for investment, championed a top-leader-driven approach, and emphasized industry-chain and existing-enterprise referrals. By deepening university-industry-park collaboration, it has attracted leading medical device companies and strengthened the business base. A closed-loop service system addresses pain points such as approval and inspection procedures, enhancing corporate satisfaction and ensuring projects are attracted, retained, and developed successfully. During the 14th Five-Year Plan period, 306 negotiations were conducted, leading to 91 signed projects, 62 of which have been implemented. The Shanghai-Yunnan framework has facilitated agreements with eight companies, and the 2026 International Medical Device Expo yielded contracts with 13 more, as high-caliber firms continue to establish operations.

Infrastructure development has laid a solid foundation for a competitive business environment. With a focus on constructing high-standard factories and living amenities, the park has prioritized the principle of environmental excellence before business recruitment, enhancing facilities to support enterprise settlement. Substantial investment has gone into standardized plants, incubators, and industrial parks, complemented by office and residential support. Through a five-in-one project service mechanism, one-stop and motherly care services, and a corporate visit tracking system, the park has established a three-tier provincial, prefectural, and county-level task force for medical device inspection. This team assists businesses in obtaining production licenses and resolves challenges through a closed-loop process, enabling the park to build a thriving digital health hub in western Yunnan.
