On September 16, the Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) organized a focused field study on the installation of new energy electric vehicle charging piles in residential communities. The research group, consisting of municipal CPPCC members and officials from urban management, fire rescue, energy, and property management departments, visited communities in Luzhou District, with Vice Chairman Yan Xinping leading the initiative.

The delegation conducted on-site inspections at several residential complexes, including Shijie Huayuan in Daxinzhuang Subdistrict, Hepingli in Taixi Subdistrict, and Yikang in Taidong Subdistrict. They examined the construction and operation of charging facilities in both above-ground and underground parking areas, gathered insights into the challenges encountered during implementation, and reviewed successful grassroots practices and innovative approaches.

Yan Xinping emphasized that accelerating the deployment of new energy vehicle charging infrastructure in residential areas is a critical livelihood project that enhances urban functionality and addresses public concerns. He urged relevant departments to strengthen coordination and collaboration, streamline the installation process for community charging facilities, and expedite the rollout of these essential services.

The Vice Chairman also highlighted the importance of adopting site-specific strategies and differentiated policies. For new residential developments, charging infrastructure should be planned and implemented in advance. For older communities, renovation projects should leverage available open spaces, while public areas require comprehensive planning and demand-based expansion. The overarching goal is to ensure that charging facilities are installed wherever technically feasible and should be installed whenever possible.

Furthermore, Yan Xinping called on municipal CPPCC members to conduct in-depth research grounded in practical realities, focusing on planning, operational management, and safety oversight. He encouraged members to submit well-founded policy recommendations that would support the construction of high-quality, well-managed, and durable new energy charging facilities in residential communities, ensuring they deliver lasting benefits to residents.
