On September 16, the Intermediate People's Court of Guangyuan City, Sichuan Province, publicly delivered its first-instance verdict in the case of Liu Jie, former Party Committee member and Vice President of Sichuan Rural Commercial Joint Bank, who was charged with illegally granting loans, accepting bribes as a non-state functionary, and accepting bribes.

The court sentenced defendant Liu Jie to six years and three months in prison and a fine of 150,000 yuan for the crime of illegally granting loans, seven years and nine months in prison and a fine of 1.2 million yuan for accepting bribes as a non-state functionary, and three years and six months in prison and a fine of 200,000 yuan for accepting bribes. The combined sentence is 13 years in prison with a total fine of 1.55 million yuan.

All criminal gains and their proceeds that have been seized will be confiscated and turned over to the state treasury, with any shortfall subject to continued recovery efforts.

The court's investigation established that from 2012 to 2013, while serving as Deputy Director of the Liangshan Prefecture Rural Credit Union and Director of the Aerospace Credit Union, Liu Jie violated state regulations by issuing loans totaling 1.39 billion yuan to related companies.

From 2008 to the first half of 2020, Liu Jie leveraged his positions as Director of the Leibo County Rural Credit Cooperative Union, Deputy Director of the Liangshan Prefecture Rural Credit Union, and President and Chairman of Liangshan Rural Commercial Bank to provide assistance to others in matters such as loan approvals and project contracting, illegally accepting property worth over 14.7 million yuan.

From the second half of 2020 to 2025, while serving as Deputy Director of the Sichuan Provincial Rural Credit Cooperative Union and Vice President of Sichuan Rural Commercial Joint Bank, Liu Jie again used his position to help others in areas including project contracting and project fund disbursement, illegally accepting property totaling 910,000 yuan.

The court ruled that Liu Jie's actions constituted the crimes of illegally granting loans, accepting bribes as a non-state functionary, and accepting bribes. The amount of illegally issued loans was particularly huge, and the bribery amounts were substantial, all warranting punishment under the law.

However, considering that Liu Jie truthfully confessed his crimes upon arrest, voluntarily admitted guilt and accepted punishment, actively returned illicit gains, and that most of the criminal proceeds and their interest had been recovered, the court determined that he could be given a lighter sentence.

The case was publicly tried on April 22, 2026. During the trial, the procuratorate presented relevant evidence, and Liu Jie and his defense counsel conducted cross-examination. Both sides fully presented their arguments under the court's direction. Liu Jie made his final statement and expressed remorse and acceptance of guilt in court.
