On September 14, the Honghe Prefecture Energy Bureau in Yunnan issued a notice initiating the selection process for construction owners of 30 new energy projects listed in the province's first batch of new energy project construction plans for 2026.
The combined installed capacity of these projects totals 2,464.05 megawatts, with a projected total investment exceeding 10.59 billion yuan. This includes 18 centralized solar photovoltaic projects with a combined capacity of 1,270 megawatts and 12 centralized wind power projects with a combined capacity of 1,194.05 megawatts.
The projects cover numerous photovoltaic stations such as Adeyi, Gaozhai, and Luchaichong, along with several new and ongoing wind farm projects including Baishiyan, Houzishan, Chake, and Guanting. The selected construction owners will bear full responsibility for capital raising, project construction, grid connection and commissioning, and post-operation maintenance, completing tasks within deadlines specified by provincial documents.
Bidding rules and qualifications
Consortium bids are accepted, with a maximum of three members per consortium. Entities with the same legal representative or those with controlling or management relationships cannot compete for the same project. The selection process uses post-qualification review, meaning only companies that pass the qualification review can proceed to the evaluation and scoring stage.
Applicants must be legal entities registered within the People's Republic of China with independent civil liability capacity. They must hold valid business licenses and demonstrate corresponding capabilities in personnel, experience, funding, and equipment. Companies must have sound commercial reputation and financial accounting systems, providing audited financial reports and statements from 2023 to 2025 issued by accounting firms or third-party audit institutions.
Tax payment receipts and social insurance contribution proof for any consecutive three months from January 2026 onwards are required. Companies must not be listed as dishonest judgment debtors or major tax violators on the "Credit China" website or have serious illegal records in government procurement on the "China Government Procurement Network."
Enterprises listed in the joint punishment list for dishonesty, those with illegal activities such as hoarding quotas, and those restricted from participating in Yunnan's new energy resource development are not eligible for market-oriented competitive allocation. There must be no major illegal records in business operations since 2022.
Project timeline and procedures
The "Response Document Preparation Instructions" can be obtained on-site from September 15 to September 17, 2026, between 8:00-11:30 and 14:00-17:30 Beijing time, excluding legal holidays. The documents are available at Honghe Prefecture Construction Engineering Tendering Co., Ltd. (Room 6, Hongjian Jiayuan Commercial Network, No. 1 Huguo Road, Mengzi City). Each set costs 600 yuan and is non-refundable.
Response documents must be submitted on September 20, 2026, between 8:00 and 9:00, with the deadline at 9:00. Late or incorrectly delivered documents will be rejected. The evaluation meeting will be held on September 20, 2026, at 9:00 at the same company's second-floor meeting room (Room 8, Hongjian Jiayuan Commercial Network).
