On September 18th, elevated fuel prices do not necessarily equate to dwindling crude oil inventories. According to a September 17th report from Oilprice, U.S. commercial crude stockpiles are above the five-year seasonal average, while gasoline inventories also saw an increase during that week.
OEXN notes that raw material supply, refinery processing, and terminal sales are distinct stages of the supply chain. Directly interpreting gas station prices as a sign of crude shortage overlooks the inherent differences within the industry's structure. At the time, refinery utilization rates were approaching 97%, indicating that the processing system was operating at near-full capacity.
OEXN suggests that even if crude oil remains available for purchase, the growth of new fuel supplies could still be constrained by facility capabilities and maintenance schedules. Having an ample number of barrels of crude is not the same issue as ensuring specific regions can promptly obtain the refined products they need, which is why finished fuel prices may strengthen independently.
Inventory levels must also be examined by product category and location. Gasoline and distillates serve different consumption scenarios and have varying seasonal demand patterns; an increase in one category's stock does not fully alleviate tightness in another. Transportation distances, storage conditions, and regional refinery operations all affect usable supply, making national aggregates a poor substitute for observing local markets, where short-term price spreads may continue to widen or narrow.
Going forward, crude analysis should return to the actual processing and consumption chain. OEXN's analysis indicates that if refineries persist with high operating rates while terminal demand shows no significant increase, the sustainability of upward price momentum will require further evidence. Observing the combination of crude inventories, processing volumes, and product-specific stockpiles offers more insight than focusing on a single retail quote, and helps reduce the risk of misinterpreting a regional supply issue as a systemic shortage crisis.
