The Louisiana facility could cover “a very large portion of Western demand today,” he added.\nEstablishing near-term separation capacity for heavy rare earths is a priority, Motte said, especially with “the truce between US and China [ending] in November.”\nChina export controls increase urgency for Western supply chains\nChina possesses 60% of mining capacity globally and 90% of rare earths refining capacity, according to documents published by the US Congressional Research Service (CRS). Currently, China has export controls on samarium, terbium, gadolinium, scandium, yttrium and lutetium. \nChina and the US have a trade truce in place that suspends “heightened reciprocal tariffs,” which US President Donald Trump and Chinese President Xi Jinping agreed to November 4, 2025, but the agreement will expire November 10. Market participants are concerned the end of the truce could further disrupt supply availability for rare earths.  \nSupply of heavy rare earths outside China remains an unresolved challenge, Motte added, and EXIM’s support could help Aclara address that gap.\nProject Dynamo expands output beyond NdPr, dysprosium and terbium\nAclara initially planned for the plant to separate neodymium-praseodymium (NdPr), dysprosium and terbium. It has since added production lines for samarium, gadolinium and yttrium.\nThe Louisiana plant, titled as Project Dynamo, is designed to process mixed rare earth carbonate from Aclara’s Carina project in Goiás, Brazil, and its Penco Module in Chile’s Biobío region. The two upstream assets minimize both geopolitical and supply risk, according to Motte.\nAclara is targeting production at the Louisiana site in the second half of 2028. Motte said the facility has room to expand as rare earth demand grows.\n“The separation facility is sized to the elements that will be produced rather than how much [rare earth oxides] is coming into the facility,” Motte said. Aclara expects annual output to average about 1,300 tonnes of NdPr, 200 tonnes of dysprosium and 30 tonnes of terbium.\nThe company also plans to produce about 1,400 tonnes per year of yttrium and approximately 180 tonnes each of samarium and gadolinium, Motte said.\nAclara targets the US and its allies with Louisiana plant\nAclara expects Project Dynamo to serve the electromobility, robotics and advanced technology industries, along with the growing artificial intelligence economy, the company said in its September 4 announcement. \nBut, support from EXIM would not restrict output from the Louisiana plant to only the US market. Instead, Aclara plans to supply customers in the United States and allied countries, Motte said.\n“We’re engaging with customers globally,” he said. Aclara is pursuing private memoranda of understanding (MOU) and conditional agreements, with some discussions already progressing toward binding contracts.
